'JetBlue Airways will add flights from New York to Puerto Rico and the Dominican Republic in the fall, taking advantage of rival American Airlines’ recent service cutbacks to the islands. The carrier will also add ten weekly flights from JFK to Santo Domingo and six weekly flights to Santiago, both in the Dominican Republic. The expansion, announced Tuesday, comes as the rest of the airline industry is cutting back. In May, American Airlines and Continental Airlines announced domestic-service reductions of 11%. American eliminated its service from Newark Liberty International Airport to Puerto Rico and much of its inter-Caribbean service to the Dominican Republic'. On Friday employees of Montellano City Hall staged a protest outside the building to pressurise the Treasurer, Reyes Suero Marmolejos, to pay their April salaries. The protestors were led by Mayor Graciela Fermín. They burned tyres and blocked the access road to City Hall using trees, rocks and rubbish. They also carried signs which had 'offensive epithets' against the Treasurer, according to El Nuevo Norte. Police intervened. In other news, on Friday the Puerto Plata court put back the Mayor's plaint against the Treasurer; this will now be heard on Friday 13th. Last weekend Politur in Cabarete shot and killed Oxil Antoine, 22, caught in the act of robbing the home of an expat living in Villa Oro. Antoine was ordered to stop but attempted to flee. In his television programme, Lora had interviewed an engineer who said that transportation authorities had failed to conduct proper geological studies for the construction of the subway. 'When Espejo-Juan first moved here, she couldn’t speak any English. She jumped into school trying to learn new subjects and a new language, she said. “It was so hard and so frustrating. It took me a year before I could speak fluently,” Espejo-Juan said. She has since more than mastered the language. The teen, who is graduating from St. Stephens High School in a few days, not only speaks English fluently, she doesn’t have a trace of an accent. Espejo-Juan said she consciously eliminated it.' The Spanish authorities are looking at websites and checking paperwork in an attempt to stamp out what they regard as unregistered letting. Neighbours are even reporting people to the authorities. It is understood that many of property owners in Spain don't register because the conditions and terms are stringent. With recent interest rate rises and the slowing down of the housing market, more and more are turning to the tourism market to offset their losses. Austrian Iris Tupning (or Stupnig or Studnig), 32, and her six month old baby were shot and killed in apartment 187 of Residencial Sosúa Sol in El Batey on Friday. Lawyer Lic. Arabela del Rosario was held up by two men in military uniform on Calle Virginia Elena Ortea, near Centro Medico, Puerto Plata earlier this week. They threatened to kill her if she did not hand over her handbag. They have now been arrested. Meanwhile tourists visiting Plaza Independencia, Puerto Plata (Parque Central) are being molested by Haitian children and other buscones. One of the unfortunate consequences of the no-shade zone is that those many inhabitants of Puerto Plata who would carry out their work and socialising in Parque Central no longer do so. 'When the United Nations Development Programme (UNDP) decided to establish the Human Development Office (HDO) in 2003, it was convinced that it had opened an intellectual space to contribute to a better understanding of the economic, social, and institutional dynamics taking place in the Dominican Republic. This was an initial step to achieving better policy-making in the country. The 2005 NHDR was a major step forward in the analysis of the economic, social, and institutional situation of the Dominican Republic. That Report provided evidence of the lack of commitment to the country’s development among the national political and business elite, as well as the absence of a social compact and of empowerment among the majority of people for achieving human development. Three years later, we are publishing a new Report, which attempts to explore both the causes of the lack of empowerment and the opportunities for breaking, at the local level, with the logic that causes and sustains this situation.' 'Mark Robinson says a mission trip earlier this year the to an orphanage in Dominican Republic was a great success. “Over 64 volunteers took time from their busy schedules to give of themselves to this worthy cause,” Robinson said. The Palmerston resident and trip organizer said over a six week period three different groups worked on a variety of projects at the orphanage, which is located in the Dominican Republic, about five miles north of the town of San Pedro de Macrois (between Santo Domingo and La Romana). The volunteers laid blocks on the new school building, carried blocks and mortar, moved earth, painted the new clinic inside and outside, completed many “handyman” jobs, participated in music and art with the children, started a new sewing program, and many other things.' 'With the school year winding down, James Madison Middle School this week welcomed five new students and a teacher to its classrooms. But the students are not transferring from another local school. Rather, they are visiting from the Dominican Republic as part of a new exchange opportunity the Upper Marlboro school has started with a partner school in the Caribbean country. The Dominicans are going to spend five weeks attending school and visiting area attractions while living with families of James Madison students. 'Ted Buczek has spent a lot of time and money helping the less fortunate in the Dominican Republic, but without the help of others in the community, he says that work will end very soon. What started out a few years ago as a campaign to send bicycles to impoverished children in the Caribbean nation has grown into a huge undertaking, involving hospital supplies, beds, wheelchairs, walkers, and much more. Buczek estimated he has helped facilitate the delivery of over $10-million worth of goods via 13 huge containers, each of which cost about $5,000 US to ship to the Dominican. The 14th container will be packed this weekend and plans are for the 15th to leave some time next month. But after that, it is unclear what will happen.' Police are investigating the death of 12 year old Vlad Baciuta, a Russian child living in La Mulatta 1, Sosua. According to Puerto Plata Digital the child's parents heard a shot and found their son on the patio of a nearby empty house where he had been feeding the dogs. It is not known at this stage whether this was suicide, as has been suggested, or the accidental firing of a weapon but apparently that weapon could not be found. The father is being held pending investigation. The story in El Nuevo Norte is slightly different indicating that at this stage the facts are not known and speculation may have replaced them. What does appear to be known is that the bullet entered the child's head near the ear, that neither weapon nor shell casing have thus far been located and that no blood was found at the scene. It would appear that the Gringo Times has upset the editors of serie37.com, an internet magazine for the north coast. The English language advertising circular is alleged to depict Dominicans as stupid and backward. There are suggestions on Serie37 that this should be reported to Tourism authorities and that advertisers should be informed. There is some confusion as to whether the Gringo Times is a serious purveyor of news; comments on Serie37 suggest it is not, yet its website does have a heading of 'Serious News'. It also appears to use humour in an attempt to entertain its readership with spoof articles. However, humour is not easy and what can be found to be amusing in one culture may not be similarly received in another. Foreigners resident in the DR using humility to write with understanding and sensitivity in a manner deemed acceptable to the host culture are unlikely to ruffle feathers unnecessarily. This news bulletin, for example, will frequently depict Dominican politicians as corrupt but since many Dominican journalists also point out political corruption, this is considered acceptable. 'Dominican police are investigating who killed a former congressman and two other men during a shootout linked to Friday's presidential elections. Police Chief Rafael Guzman Fermin says three other people were injured in the confrontation between opposing political supporters. 'Dominican Republic power group Basic Energy is evaluating plans to develop two 150MW coal-fired generators, one in Jamaica and one in Panama, Basic's president and CEO Rolando González Bunster said in a presentation. The projects would be developed by joint ventures, and the Panama plant would be developed with an unnamed mining company, he said. 'The Dominican Republic has expanded subsidies on basic food staples to maintain calm after deadly food riots recently struck neighboring Haiti. Trucks loaded with milk, chicken, eggs and other food staples have been rumbling across the Caribbean nation, where almost half of 9.5 million residents live in poverty. The subsidized food is on average 30 percent below supermarket prices. The government recently expanded the effort by selling a $3 package that includes a frozen chicken and 4 pounds each of potatoes and onions. 'A group of 10 Siena College students went to the Dominican Republic on a service trip recently, with Dr. Shannon O’Neill, director of the Sister Thea Bowman Center for Women, and Brother Larry Anderson, OFM, an instructor in the Foundations first year program at the college. The group volunteered with a team of Franciscan Sisters. Everyone on the trip found the whole experience eye-opening, as we had a chance to live and serve in an incredible nation that is so different from our own. The community we served was extremely impoverished. The roads are dirt or in great need of repair. Most of the houses are made of different metals (mostly rusted) that are pieced together, have one or two rooms and gaping holes in the ceilings and walls. There are piles of trash everywhere. Overall, the people own hardly any material possessions. Yet, amid this poverty they were phenomenally faith filled and happy.' 'According to a recent report issued by the Dominican Republic (DR) Ministry of Tourism, non-resident arrivals for the first quarter of 2008 (January through March) increased by 8 percent compared to the first quarter of 2007. Approximately 1.3 million guests selected the DR as their vacation spot of choice. In addition, the number of visitors to the DR from the U.S. increased 9 percent and Canadian visitors increased by 7.4 percent over the same period in 2007. DR Minister of Tourism Felix Jimenez forecasted that by 2012 the DR will receive five million annual visitors, a one million increase over expected 2008 visitor totals. Other growing origin markets with increased visitors to the DR in the first quarter of 2008 include the United Kingdom, Belgium and Spain with arrivals up 9.2 percent, 15.1 percent and 2.13 percent respectively. Russian and Mexican arrivals both increased by 12.6 percent while Peruvian arrivals increased 10.3 percent and Ecuadorian arrivals increased 27 percent.' Last weekend a team of investigators from the Nuria Piera TV show were in Montellano. They interviewed the Mayor and a number of councillors but the press were unable to obtain the story which is due to air on Nuria's show on Saturday night. The ensuing speculation will not be repeated here but Friday's edition of El Faro carried a paid space announcement that the Mayor of Montellano has decided to leave the PLD and return to the PRD - this can be read at the Cosas de Montellano link below. It will be remembered that the Mayor, Dra. Graciela Fermín Noesí, was a PRD Diputada in the Hipolito Mejia administration and left the PRD to join the PLD shortly before the 2006 municipal and congressional elections. She was unsuccessful in her attempt to become a PLD Diputada but when Montellano was made a municipality she was appointed as Mayor. The announcement of the return to PRD ranks does not, apparently, mean surrendering the post of Mayor. The allegations which aired on Nuria's TV show were of misappropriation of public funds, specifically in the purchase of a truck and an underpaid contractor. The Mayor denies these allegations and presented paperwork and cheques during the interview. The Mayor alleges that PLD Senator Francis Vargas is involved in 'politicking'. Meanwhile on Saturday she was sworn back in to the ranks of the PRD as shown on the three videos on You Tube. Italian resident, Mario Marchitelli, 69, told El Nacional about a scam he was subjected to in Santo Domingo. On Avenida Máximo Gómez he heard a noise from the rear of his vehicle as a motorcycle went into him. The driver demanded money saying that a child had been injured although Sñr Marchitelli saw no child. What he did see was an unusually attired 'AMET' officer who miraculously appeared on the scene. 'An international manhunt for the person who robbed a Pocatello jewelry store and shot the owner appears to be over. Last Sunday, authorities from the Dominican Republic in Santa Domingo took Thomas Quest III into custody. Quest was on a ferry bound for Puerto Rico. Quest was being sought on warrants issued in Bannock County charging him with robbery, aggravated assault and kidnapping. Police say that Quest entered Imperial Crown Jewelers on November 30th, 2007, pistol-wipped the store's owner, shot him in the leg and then stole $1.5 to $2 million worth of diamonds and precious stones.' Last week we reported that Maurice Kirk had been released from the Texas psychiatric facility where he was being held after being found walking towards President Bush's ranch to pin a note on the gate with thanks for his rescue north of Puerto Plata by US Coastguards. The video features a middle-aged Dominican man touting the home-based salón he set up for his daughter Belkys, who had to endure washing her hair with cold water every time she went to a beauty parlor. “We wash your hair with heated water,” he proudly proclaims, standing in an outdoor terrace-turned-beauty salon. “And if the power goes out, we heat it on the stove”.................The ad is real, but it’s not for a beauty salon. It’s for Tingola, a Santo Domingo-based company that produces T-shirts with Dominican sayings and culturally specific spins on corporate logos. The T-shirt in question, which Apolinar and Belkys wear in the video, features a logo very similar to the one of the burger chain Wendy’s. According to a headline in El Nuevo Diario the US State Department is levelling this charge at the DR. Well.............of course not! This week the US State Department Office of the Coordinator for Counterterrorism issued its 2007 Country Reports: 'The Dominican Armed Forces have a counterterrorism unit, but were unable to conduct complex special operations-type missions to counter terror. 'An eccentric Welsh aviator known as the Flying Vet has been placed in a psychiatric ward in Texas after landing near George Bush's ranch to try to thank the US President for his rescue from sharks in the Caribbean. Maurice Kirk, 63, from Llantwit Major in the Vale of Glamorgan, was handcuffed at gunpoint by police on Saturday before he could pin a thank-you note to the President's front gate, his wife said. Kirstie Kirk, 48, said her husband wanted to express his gratitude to Mr Bush after the US Coast Guard fished him out of the sea in February when his Piper Cub light aircraft went down on the Caribbean leg of his round-the-world trip.' 'Police in the Dominican Republic said they have found hundreds of thousands of dollars in cash in the private plane of a supreme court judge's son. Drug Control agency spokesman Roberto Lebron said Thursday that authorities are trying to determine the source of the $580,000 found in a Cessna owned by Luciano Pichardo Corominas. The 42-year-old was detained for questioning. Pichardo had returned from the nearby U.S. territory of Puerto Rico with two other men when Dominican authorities found the money on Wednesday, according to Lebron.' 'Gildan Activewear Inc. has lowered its guidance for second-quarter earnings, blaming a production shortfall at the company's Dominican Republic textile facility and other factors. The Montreal-based company, which reports its results in United States currency, now expects to see net earnings of 35 cents (U.S.) per share in the quarter, down from an earlier projection of 42 cents. 'The Passaic County Prosecutor's Office broke up a gambling ring Wedneday that was set up to funnel money into the Dominican lottery. Eighteen people were arrested from Passaic, Paterson, New York City and Westchester County, N.Y. Those arrested include five alleged ringleaders, one of whom was identified as Luis Aristil of Paterson. Most of the other people arrested in Passaic and Paterson were allegedly taking bets in bodegas they ran. They were charged with promoting gambling. The five ringleaders were charged with second-degree money laundering. Authorities seized about $450,000 in cash. Authorities discovered the money inside hidden compartments in houses and bodegas as well as inside a hollowed out computer tower being shipped back to the Dominican Republic. Authorities believe this is how the ring was transporting money to the island. 'Western Union Financial Services is eliminating hundreds of positions over the next two months. By the time the changes are made, two local offices will be closed, along with a facility in Texas. Workers said they're dissapointed to lose their jobs and angry over how the cuts were being made. "It's a bad deal for a lot of people and it's sad," said one worker who asked not to be identified. The Western Union job cuts affect workers at a call center in Bridgeton and a facility in St. Charles. "It's surprise, shock, and anger because normally when you hear of a company laying off it is because they are not making money," the employee said. Affected workers are represented by Communication Workers of America Local 6377. They said Western Union plans to move many of their jobs to places like Costa Rica and the Dominican Republic.' 'Alex Arthur's WBO world super featherweight title fight against champion Joan Guzman in Edinburgh next month is set to be postponed. A spokeswoman for the WBO confirmed 31-year-old Guzman, from the Dominican Republic, had encountered problems in obtaining a visa to travel to Scotland. Last weekend it was the President's caravan in Puerto Plata. This Saturday PRD Presidential candidate Miguel Vargas was due to have his caravan in exactly the same location. By way of preparation the police rounded people up in the early hours of Saturday morning, seemingly only PRD activists. According to Lic. Zacarías Ripoll some 12 activists were arrested, all PRD. He likened such police repression as redolent of the good (!) old days of Balaguer and called upon local Police Chief, General Then, to resist pressures to perform in this way. The sound of police sirens has been far more noticeable in Puerto Plata this Saturday than last but your reporter will not, in this instance, be checking out the cause! The investigation into the murder of engineer Engels Sarita and fish shop proprietor Aladino Acevedo Beard has been reopened. The murders took place in March 2006 in Puerto Plata and whilst there was speculation that in the case of Aladino Acevedo it was a drug 'accounts adjustment', engineer Engels Sarita was surveying property and was generally thought to be a totally innocent victim. His parents have pushed long and hard for justice for their son since no-one was ever charged in this case. On Thursday Generals Rafael Bencosme Candelier, José Gómez and Colonels Francisco del Rosario Sánchez (Sasi) and Santa María Fondeur arrived from Santo Domingo and began interviewing police personnel involved in the initial investigation. 'Cerveceria Nacional Dominicana (CND) has started the sale of DOP4.05bn ($118m) in 5-year fixed and floating rate bonds. A DOP1bn fixed-rate tranche priced at 15%, the first long-term Dominican corporate to pay fixed rate, according to a banker managing the sale. Three floaters totaling DOP3.05bn priced at 275bp over the TIPPP, a monthly central bank benchmark rate, which was at 6.41% Friday. As of last week, 60% of the notes had been placed, with pension funds among the main investors. Once all the notes have been sold, the DR’s largest brewer plans to sell an additional DOP500m in two floating-rate series to complete the issue. The notes were placed after the central bank raised the coupon on its comparable securities to 16%, says a banker on the deal. The fact that CND priced inside that speaks well to the market’s confidence, he adds. Proceeds fund the repurchase of $118.7m in 8% of 2014 dollar-denominated notes tendered in an offer concluded March 17. The transaction has a AA+ local rating from Fitch. The Sindicato de Camioneros (truck drivers union) are apparently still owed four million pesos for their work on the Avenida Manolo Tavarez Justo roadworks last year, not to mention some 300,000 pesos which apparently goes back to the 1996-2000 PLD administration. Their patience now having run out theyare planning a march for Tuesday April 8th. from Puerto Plata city entrance to the Governor's office. According to Sacandomelao blog it is possible that they will also block the Avenida (the main road which links Puerto Plata with Sosua on one side and Cofresi and Imbert on the other. If the debt is paid they will call off the protest but if not it might be wise to avoid the Avenida on Tuesday. Dominicans and expats living in Calle 81, La Rinconada, Cabarete, having experienced a number of robberies, applied for permission to convert the street to a gated community. The 'fee' as proposed by Cabarete city hall was some 250,000 pesos which was for the permit alone. Residents would be paying separately for the work to their contractor. Reliable sources report that given the exorbitant amount proposed the residents went to Santo Domingo, obtained their permit for 20,000 pesos and proceeded with the work. When the local authority saw the barrier and unaware that a permit had already been obtained they arrived with police and lawyers reiterating the demand for 250,000 pesos for the permit. The issuing office in Santo Domingo was informed as were television channels. An object lesson for expats but for Cabarete city hall? Doubtful. A black jeep which crashed and burst into flames last Sunday near Jamey, San Cristóbal, resulting in six fatalities is now not thought to have been a motoring accident. According to witnesses in the area who would not identify themselves to El Nacional, two jeeps were seen circulating in the area. A passenger from the black jeep was seen exiting it and entering the other jeep which sped off, moments before the crash of the black jeep. Initial reports said that there were two and then three fatalities but it appears that the confusion was as a result of the corpses having been dismembered and police are now saying six people died. 'A new Fernandez administration in the Dominican Republic will have to deal with the ricochets of the US housing sector crisis, says BCP Securities. “Tourism will decline,” BCP says, “as North American households are forced to curb their spending.” Furthermore, the effects of the credit crunch could lead the DR into recession. “President Fernandez may sweep the election in May, but he is not going to enjoy the favorable external winds that propelled his administration during the last four years,” BCP states. During his current term, Fernandez has managed to stabilize the DOP, bringing inflation down to 6.5% year-on-year in 2008 versus 28.7% y-o-y in 2004. He also improved tax collection and brought order to the state-owned companies, thus reducing the fiscal deficit, says BCP. In 2008, the DR posted a primary surplus of 1.7% of GDP versus a deficit of 1.5% in 2004, BCP says. DR president Fernandez looks likely to stay in the presidency after the May 16 elections, with a current lead of over 24 points over his closest rival, according to BCP.' 'This summer, a fleet of small unmanned aircraft, similar to radio-controlled models sold by hobby stores, is to be launched into the heart of hurricanes to beam back information that may sharpen the accuracy of tropical forecasts, scientists say. But the satellite-linked drones likely won't be permitted to conduct reconnaissance missions into storms that approach the U.S. coastline, the upshot of a bureaucratic tiff between two federal agencies. The Federal Aviation Administration has refused to authorize the planes, called Aerosondes, to fly near the U.S. mainland or adjacent international waters, saying they could endanger planes fleeing a hurricane. The National Oceanic and Atmospheric Administration wants to deploy the 30-pound drones from coastal Virginia or Key West and argues they would operate far from normal air routes. 'Children in the Dominican Republic may have healthier teeth thanks to human services technology students at Edgecombe Community College. The students recently collected more than 150 pounds of dental hygiene supplies that were be distributed to children at the Orphanage Outreach facility in Monte Cristi, Dominican Republic. The drive, called the Global Community Service Project, was held in February and was a joint effort with students in the pre-dental club at the University of North Carolina-Chapel Hill. The supplies were donated by the ECC community, churches, schools, friends, family, and two Rocky Mount dentists, Dr. Ted Strickland and Dr. James Harrold.' Members of The INN, University Presbyterian Church’s (UPC) college ministry program, traveled to the island nation with members of Children of the Nations (COTN), a Christian nonprofit. UW students have immersed themselves since 2000 in Dominican “bateyes,” or refugee camps, where Haitians were once lured by the promise of work in sugarcane fields. 'The Dominican Republic is seeking investment in an effort to become a major regional production and distribution center of goods and services, minister Eddy Martínez, head of the country's exports and investment promotion agency CEI-RD, said during the 6th Latin American Leadership Forum. 'More than 14,000 Dominican public hospital doctors went on strike Wednesday for the third time this month to demand wage hikes and better working conditions. At the end of Easter week Migracion prevented some 40 Dominicans travelling to Turkey. The fear was that they were not tourists and were using Turkey as a bridge to enter Europe. Dominicans do not need a visa for Turkey. 'While other college students are enjoying spring break, Merrimack College senior Franklin Miguel is returning to his native Dominican Republic this week for a different reason. He is leading a team of fellow civil engineering students in an effort to design safe and economical housing for the residents of Luz Consuelo. Miguel will be joined by fellow seniors Joe Fitzpatrick of Medford, Joe Terranova of North Andover, Dennis Rugg of Marshfield, Colin Temple of Rutland, Vt., and Moises Camilo of the Dominican Republic. The project is funded by the college's Experiential Learning Davis Grant, which is designed to encourage participation in unique educational experiences that enhance community and civic responsibility. On campus, the students have been evaluating building codes, design scenarios, and economical and sustainable building materials. While in the Dominican Republic from tomorrow through Saturday, they plan to survey existing structures and materials, collect field data regarding design constraints, and meet with residents to gain an understanding of their needs.' 'The reputed head of a northeastern Pennsylvania crime family pleaded guilty today to money laundering conspiracy and witness tampering charges. William D'Elia, 61, has long been tied to the Bufalino crime family, but until two years ago had never been charged with a mob-related crime. 'Dominican brewer Cerveceria Nacional Dominicana will buy back $118.7m in 8% of 2014 notes following the conclusion of a tender offer. CND had offered to buy back up to $130m of the issue, of which there was $205m outstanding. The repurchase is to be funded in the short term through a $100m credit facility from Standard Bank, who also acted as dealer manager. CND plans to swap the debt to pesos, using proceeds from an offering of up to DOP4.1bn ($130m) in the local markets arranged by Banco Leon, Banco BHD and Banco Popular. 'Using someone else’s identification to cross the border proved costly for a resident of the Dominican Republic. On Tuesday, U.S. Customs and Border Protection (CBP) officers questioned a man after he walked across the Rainbow Bridge. The pedestrian offered a California identification card and a Puerto Rico birth certificate as proof of identity and citizenship. The man claimed he was a 30-year-old photographer and had been in Niagara Falls, Ont. to take pictures for a client.' 'It doesn’t take much—some chlorine, a filter and two five-gallon buckets but it could mean the end of suffering from water-borne illnesses that plague the people of the Dominican Republic. For the past 10 years, St. Eustace Episcopal Church in Lake Placid has organized a mission trip to help some of the poorest people in the world attain proper medical care with a spiritual emphasis. Two years ago when Paul Gutmann created the “Prescribing Prevention,” program in an effort to educate and provide safe, potable drinking water to people in the Dominican Republic, he began what has been a fulfilling mission to bring safe water into the homes of people. Gutmann spent 27 years working with municipal water treatment equipment and procedures. A group of about 24 people affiliated with or from the St. Eustace church left from New York City on Feb. 28 for the Dominican Republic, complete with two doctors, a certified nurse practitioner, two physician’s assistants and five nurses.' 'For tiny, tenacious Sebastian Peralta, now bundled up in blankets and mostly just sleeping at the University of Michigan's C.S. Mott Children's Hospital, the first two months of life have been precarious. Born Jan. 31 at the Clinic Corominas in Santiago, Dominican Republic, Sebastian suffered from a heart problem called "transposition of the great arteries.'' That meant some of his blood was being pumped in a circle from heart to lungs and back without going to the rest of his body.
